Can Non-California Residents Apply for a California CCW?
California law changed effective January 1, 2026 following AB 1078. Qualifying non-California residents may be able to apply for a California CCW subject to current California law, jurisdictional requirements, eligibility requirements and the procedures established by the applicable issuing authority.
This does not mean an out-of-state applicant can simply choose any California county. Each issuing authority sets its own procedure, and some are still updating their published process for 2026. Nonresident applicants should verify the current requirements of the jurisdiction before applying.
