California Non-Resident CCW Guide (2026)
Out-of-state residents can now pursue a California concealed carry permit. This guide explains the current 2026 framework, who may qualify, how training and live-fire qualification work, how to choose the correct California issuing authority, and what to expect on filing, fees and timelines.

The 2026 legal framework
California concealed carry licensing is governed by the California Penal Code (beginning at §26150) as amended in recent years, together with each issuing authority's own published application procedure. Since April 22, 2025, California has accepted CCW applications from eligible non-residents under a court order, and as of January 1, 2026 applicants no longer need to be a member of an organization such as GOA, CRPA, SAF or FPC — that requirement is gone.
California does not honor another state's permit. A California license is the only lawful way for a visiting non-resident to carry concealed in California.
AB 1078 and why local procedure still matters
AB 1078 is California legislation that touches concealed carry licensing administration. Statutes such as AB 1078 set the statewide floor — they do not replace the application packet, scheduling, interview practice, fee schedule or training documentation your chosen issuing authority requires. Two agencies can be operating under the same statute and still run visibly different processes.
For that reason, this guide describes the general California framework and then sends you to the county page for the agency-specific detail. Where a requirement is set locally, we say so instead of presenting it as a statewide rule.
Who may qualify
- U.S. citizen residing outside California who meets California's eligibility standards.
- Valid driver's license or state ID from your state of residence.
- A connection to the California jurisdiction you apply in — most agencies ask you to attest to time spent in that jurisdiction. The specific attestation is set by the agency.
- No denied or revoked CCW elsewhere. A current out-of-state CCW/CHL/CWP is often helpful, but is not a substitute for California's own requirements.

Every California CCW application is filed with a local issuing authority — generally the county sheriff, and in some cities a municipal police department. Search the California city or community where you spend time to see its county, its issuing authority, and its resident and nonresident application status.
How county and jurisdiction selection works
There is no single statewide California CCW office. You apply to a specific agency, that agency processes your background investigation, and that agency issues (or denies) the license. Which agency is correct depends on where you actually spend time in California — not on which county looks fastest online.
- County sheriff's offices issue for their county, including unincorporated communities.
- Some city police departments issue for residents of that city. If a city is your California connection, confirm whether the city or the sheriff is the correct authority.
- Application packets, fees, interview practice and accepted training documentation are set locally.

The nonresident process, step by step
- 1. Choose your issuing authority. Identify the California county or city where you spend time and review its current nonresident information.
- 2. Confirm that agency's current procedure. Check the required packet, fees, training documentation, scheduling and whether an interview is part of its process. Some agencies conduct interviews in person, some by video; this is an agency-level decision.
- 3. Complete CCW training accepted by that agency. California sets minimum initial training standards, and issuing authorities specify what documentation they accept and how much of the classroom portion may be completed online. Verify the required hours and delivery format with your agency before enrolling.
- 4. Complete live-fire qualification. Live fire is completed in person with a certified instructor. Whether an out-of-state range qualification is accepted, and which firearms must be qualified with, is determined by the issuing authority — confirm before you shoot. - 5. File, pay and complete background processing. Submit your application and training documentation to the issuing authority and pay applicable state and local fees. Processing time varies by agency and workload; ask the agency for its current estimate rather than relying on a statewide average.
Firearms, magazines and restrictions
California places firearm-specific requirements on licenses: firearms are listed on the permit, and agencies commonly require that each listed firearm be registered to you with the California DOJ and qualified with individually. The number of firearms allowed on a license, magazine capacity restrictions, and restrictions such as threaded barrels are governed by California law and applied through the issuing authority — the exact application of each can differ between agencies and can change.
A California CCW is valid statewide, subject to statutory sensitive-place restrictions (for example schools, courthouses, and certain licensed premises). Because that list has been the subject of ongoing legislation and litigation, verify current restrictions before carrying.
