Out-of-state residents can now hold a California concealed carry permit. Here's exactly how the Non-Resident CCW works in 2026 — eligibility, the 16-hour online course, live-fire qualification, county filing, restrictions and realistic timelines.
What changed, and what's current in 2026
Since April 22, 2025, California has accepted CCW applications from eligible non-residents under a court order. As of January 1, 2026, applicants no longer need to be a member of an organization such as GOA, CRPA, SAF or FPC — that requirement is gone. California still does not honor any other state's permit, so a California permit is the only lawful way for a visitor to carry concealed here.
Who qualifies
- U.S. citizen residing outside California, meeting California's eligibility standards.
- Valid driver's license or state ID from your state of residence.
- Attestation of intent to spend time in the issuing jurisdiction within the next 12 months.
- No denied or revoked CCW elsewhere. A current out-of-state CCW/CHL/CWP helps your application.
The five steps
- 1. 16-hour online course. DOJ-aligned classroom hours, self-paced and available 24/7. Covers PC §832, use of force, multi-state carry and safe storage.

- 3. Video interview. Scheduled online as part of the application process.
- 4. County filing. Submit your application, certificate of completion and live-fire form to your chosen issuing agency, and pay state fees online.
- 5. Background check and issuance. Typically 2–4 months total, depending on the county.

Restrictions to plan around
Every firearm on the permit must be registered to you with the California DOJ and qualified with individually. There is no roster exemption for non-residents, magazines are capped at 10 rounds, and threaded barrels are not permitted. A California CCW is valid statewide but not in schools, courthouses, or businesses selling alcohol for on-site consumption.
